Israeli newspaper reveals US plan to administer Gaza: digital-currency compensation and evacuation of residents

Israel Hayom revealed a classified document outlining a U.S. plan to restructure the Gaza Strip, prepared by a team from former U.S. President Donald Trump. It proposes creating an international fund to administer Gaza for no less than 10 years after “disarming Hamas” and transferring administrative authority from Israel to a new international body, with possible later participation by Arab states.
The plan includes a proposal for the “temporary relocation” of Gaza’s residents—more than 2 million people—to third countries or to “specified safe areas” inside the Strip. It offers financial incentives for those who leave, including a $5,000 grant, rent coverage for one year (tapering off over four years), and one year of food funding.
The plan also proposes issuing “digital tokens” representing land-ownership bonds that could later be exchanged for apartments in smart cities to be built in Gaza (between 6 and 8 cities), or converted into financial assets to help start a new life outside the Strip.
According to the report, the plan is part of a U.S. post-war vision for Gaza aimed at dismantling the “existing authority” and rebuilding under new security, economic and political conditions.
