Research center says Jerusalem operation marks strategic turning point in conflict with the occupation

اعتبر مركز الدراسات السياسية والتنموية، يوم السبت، أن عملية القدس تمثل نقطة تحول استراتيجية تفتح نافذة لفهم ديناميات العمليات النوعية الفلسطينية وتأثيرها المباشر على التوازن العسكري والأمني الإسرائيلي، مؤكدًا أهمية التخطيط الميداني الذكي والاستفادة من نقاط ضعف الاحتلال.

The Center for Political and Development Studies said on Saturday that the Jerusalem operation represents a strategic turning point that opens a window for understanding the dynamics of Palestinian specialized operations and their direct impact on the Israeli military and security balance, stressing the importance of smart field planning and exploiting the occupier’s vulnerabilities.

جاء ذلك في ورقة تقدير موقف أصدرها المركز حول العملية النوعية التي نفذها الشابان الفلسطينيان مثنّى عمرو ومهند طه صباح الثامن من سبتمبر، حيث استهدفا حافلات تقل مستوطنين قرب مستوطنة راموت شمال القدس المحتلة، باستخدام بندقية رشاشة محلية الصنع من طراز “كارلو” ومسدس.

The center said this in a position paper on the specialized operation carried out by two young Palestinians, Muthanna Amro and Muhannad Taha, on the morning of September 8, in which they targeted buses carrying settlers near the Ramot settlement north of occupied Jerusalem, using a locally made “Carlo” submachine gun and a pistol.

وأسفرت العملية عن مقتل 6 إسرائيليين وإصابة 23 آخرين، مع إطلاق عشرات الطلقات خلال ساعة الذروة، لتكون الأكثر دموية في القدس منذ أكثر من عام.

The operation killed six Israelis and wounded 23 others, with dozens of rounds fired during rush hour, making it the deadliest attack in Jerusalem in more than a year.

وأكد المركز أن العملية، التي أعلنت كتائب القسام مسؤوليتها عنها، جاءت في توقيت حساس، إذ يركز جيش الاحتلال غالبية قواته النظامية على التحضير لهجوم بري واسع على غزة، ما ترك الضفة الغربية والقدس مكشوفتين أمام العمليات النوعية، وهو ما يعكس قدرة المقاومة الفلسطينية على المبادرة رغم التفوق العسكري والاستخباري الإسرائيلي.

The center said the operation, for which the al-Qassam Brigades claimed responsibility, came at a sensitive time as the Israeli army is concentrating most of its conventional forces on preparing for a wide-scale ground offensive on Gaza, leaving the West Bank and Jerusalem exposed to specialized operations — reflecting the Palestinian resistance’s ability to seize the initiative despite Israeli military and intelligence superiority.

وأشار التقدير إلى أن العملية أجبرت قائد الأركان الإسرائيلي إيال زامير على إعادة ترتيب الأولويات، حيث سُحبت بعض القوات من غزة وأُعيد توجيهها إلى الضفة الغربية لضبط الوضع الأمني، ما يعكس هشاشة نقاط الاحتلال الداخلية عند انشغاله في جبهة أخرى.

The assessment noted that the operation forced Israeli Chief of Staff Eyal Zamir to reorder priorities, with some forces pulled from Gaza and redeployed to the West Bank to restore security, reflecting the fragility of the occupation’s internal positions when engaged on another front.

وأوضح أن العملية استغلت نقاط الضعف الزمنية والمكانية للجيش الإسرائيلي، وتزامنت مع الأعياد اليهودية، ما ضاعف الضغط النفسي والعسكري على الأجهزة الأمنية، لافتًا إلى أن محللين إسرائيليين وصفوها بأنها “اختبار حقيقي لقدرة الجيش على مواجهة المفاجآت النوعية”

It said the attackers exploited the Israeli army’s temporal and spatial vulnerabilities and that the incident coincided with Jewish holidays, which increased psychological and military pressure on security agencies, noting that Israeli analysts described it as “a real test of the army’s ability to confront specialized surprises.”
