US plan to end Gaza war.. The Times of Israel has revealed details of a new US plan to end the war in Gaza, consisting of 21 points and described as the most comprehensive since the outbreak of the war. It focuses on halting the fighting, releasing hostages, forming a transitional government, and opening a path toward a future Palestinian state.

Key features of the US plan

  • Ceasefire and phased Israeli withdrawal: The plan calls for an immediate halt to all Israeli military operations, followed by a gradual withdrawal from the Gaza Strip, with the deployment of an international stabilization force to oversee security and train a local Palestinian police force.
  • Release of hostages and prisoners: Within 48 hours of accepting the agreement, all Israeli hostages would be released in exchange for the release of hundreds of Palestinian prisoners serving life sentences and more than a thousand detainees from Gaza, in addition to the handover of detained Palestinian bodies.
  • Transitional Palestinian government: Gaza’s administration would be entrusted to a temporary Palestinian technocratic committee overseen by a new international body formed by the United States in cooperation with Arab and European partners, pending completion of a reform program for the Palestinian Authority.
  • Reconstruction of Gaza and aid flow: At least 600 aid trucks per day would be allowed in, under the terms of the January 2025 agreement, alongside rehabilitation of infrastructure and launching economic projects to attract investment and create jobs.
  • Security guarantees and excluding Hamas from governance: The plan states that “Hamas” would have no role in administering Gaza, commits to destroying tunnels and military infrastructure, and includes regional guarantees to prevent the formation of threats against Israel.
  • Encouraging Palestinians to remain in Gaza: The plan emphasizes no forced displacement, while allowing those who wish to leave to return later, and promises an economic and social horizon to improve residents’ lives.
  • Political track toward a Palestinian state: The plan opens the door for US-sponsored Israeli-Palestinian talks as a precursor to a path toward establishing a Palestinian state, without specifying a clear timetable.

Implications of the plan

The initiative represents a shift in the position of U.S. President Donald Trump’s administration, after he sparked global controversy earlier this year by raising the idea of displacing Gaza’s population.

According to observers, involving Arab and Muslim parties, alongside the United Nations and international organizations, aims to grant the plan legitimacy and ensure its implementation on the ground.

Conversely, the positions of Palestinian factions and Israel toward the proposal remain decisive for its prospects of success, especially given the plan’s insistence on excluding “Hamas” from authority and dismantling its military infrastructure.
