Israel will not discuss any further phases until all hostages are released

Israel said there will be no negotiations on subsequent phases of the agreement until all detainees held in the Gaza Strip are released.
The remarks followed both parties signing the first phase of the agreement, while the second phase is “completely opaque,” according to sources familiar with the details of the negotiations.
Sources said U.S. President Donald Trump focused only on the first phase, which includes the withdrawal of Israeli forces from deep inside the Strip and the release of prisoners, bypassing other provisions of the plan.
As part of the agreement, Israel will allow Turkey to deliver humanitarian aid to Gaza. The humanitarian clause calls for the entry of 600 aid trucks per day through the United Nations, accredited international organizations, the private sector and donor countries, including food, medical equipment, shelter supplies, fuel to run essential services and cooking gas, with the trucks subject to Israeli inspection.
Essential equipment to repair infrastructure such as water and sewage networks and bakeries will also be allowed in, and trucks will be permitted to move between the north and south of the Strip via al-Rashid Road and Salah al-Din Street.
Civilians will be able to exit via the Rafah crossing in coordination with Egypt and after Israeli approval and monitoring by the European Union mission, under a mechanism similar to that used in January 2025. For the first time, Gazans will be allowed to return via Rafah after Israeli approval, under a detailed mechanism to be agreed later with the Egyptian side.
The agreement noted that the Rafah crossing will be opened only for the passage of Palestinians and that goods will not be allowed to pass into Gaza through the crossing.
